The General Secretariat of the Faculty operates under the authority of the Secretary General, who is responsible for the administrative, financial, and operational management of the faculty. The Secretary General oversees the common administrative and technical services and contributes to the overall management of the faculty.

Missions of the Faculty General Secretariat

In accordance with Joint Ministerial Decision No. 2004, which defines the administrative organization of university rectorates, faculties, institutes, and their affiliated services, the General Secretariat of the Faculty is responsible for the following:

  • Preparing the draft human resources management plan of the faculty and ensuring its implementation.
  • Managing the professional careers of faculty staff.
  • Ensuring the management, documentation, and preservation of the faculty’s archives.
  • Preparing the draft budget of the faculty and ensuring its execution.
  • Managing the movable and immovable assets of the faculty and ensuring their maintenance.
  • Promoting scientific, cultural, and sports activities for students in coordination with the relevant university authorities.
  • Ensuring the implementation of the faculty’s internal security plan.

Administrative Services of the General Secretariat

The General Secretariat, to which the Internal Security Office is attached, includes the following services:

  • Personnel Service
  • Budget and Accounting Service
  • Cultural, Sports, and Scientific Activities Service
  • Facilities and Maintenance Service

1. Personnel Service – Missions

The Personnel Service is responsible for monitoring the professional careers of administrative staff and academic staff from the date of appointment until retirement. It includes two divisions:

Head of Academic Staff Division

Responsible for administrative matters and career management of teaching staff, including:

  • Preparation and processing of tenure, promotion, and senior position files
  • Grade promotion
  • Sick leave and maternity leave
  • Issuance of employment certificates and official correspondence, among others

Head of Administrative, Technical, and Support Staff Division

Responsible for administrative matters and career follow-up of staff, including:

  • Tenure and promotion in grade and rank
  • Preparation of administrative decisions
  • Issuance of employment certificates
  • Quarterly performance evaluations
  • Monitoring attendance management systems

2. Budget and Accounting Service – Missions

The missions of this service include:

  1. Allocating approved financial resources by chapters and articles in accordance with budgetary regulations and submitting them to the financial controller for approval.
  2. Settling expenditures included in the annual budget according to allocated chapters and articles.
  3. Preparing monthly and quarterly financial statements and the administrative account signed by the authorizing officer.
  4. Maintaining expenditure and commitment registers.
  5. Processing payment orders related to the remuneration of temporary lecturers, visiting professors, and participating academics.

3. Facilities and Maintenance Service – Missions

The Facilities and Maintenance Service ensures the maintenance and cleanliness of the faculty’s pedagogical and administrative structures. It is also responsible for:

  • Managing the expenditure of financial allocations dedicated to various purchases and supplies.
  • Daily monitoring of inventory and preservation of movable and immovable assets.
  • Maintaining inventory records.
  • Ensuring the preservation and maintenance of the faculty’s archives
