Overview of the Scientific Council and Scientific Committees of the Faculty
The Scientific Council of the faculty, along with the scientific committees of its departments, is a fundamental and active body in managing the scientific affairs of the faculty. Its success depends on the role played by its members, within the limits of the powers granted to them by legislative and regulatory texts.
For this reason, the legislator has established rules and procedures governing their election, appointment, composition, and operational methods. These bodies consist of both elected members and members appointed by virtue of their positions. The president of the Scientific Council and the heads of the scientific committees are elected from among the highest-ranking members.
The president of the Scientific Council and the heads of the scientific committees serve for a term of three (03) years, renewable once. Their electoral mandate is incompatible with other administrative roles within the institution. Additionally, it is not permissible to combine the representation of professors with legally mandated membership in these bodies. Furthermore, the same professor cannot hold two different positions simultaneously during the same term, whether within the same body or across different bodies. Membership of elected professor representatives in the scientific bodies of the department is also incompatible with holding a high functional or structural position, with the exception of combining roles by virtue of their position (e.g., Dean of the Faculty, Head of Department). It is worth noting that a scientific body cannot be installed to begin its work without a ministerial decree listing the names of its members.
The Scientific Council, like the scientific committees, is committed to implementing the provisions of the decisions governing the functioning of scientific bodies, including the preparation of the internal regulations of the Scientific Council during its first meeting:
– Meetings are held regularly, and quorum is respected.
– The outcomes of the Scientific Council’s meetings are recorded in a specially numbered and stamped register and communicated to the relevant authorities (the Dean of the Faculty, the University rector, and the University Deputy rectors).
– An electronic copy of the meeting minutes is sent to all members of the Scientific Council, and a summary of the minutes is published on the faculty’s website.
The mottos of the Scientific Council and the scientific committees in the faculty are:
*Collaboration, Transparency, Fairness, and Open Door Policy**. The Scientific Council holds four (04) regular sessions and no fewer than five (05) extraordinary sessions per year. Our goal is to serve the faculty’s professors and doctoral students within the framework of the applicable legislative and regulatory texts, without delay, procrastination, or obstacles. We also take the initiative to provide advice and consultation to those who need it. Additionally, the Scientific Council works to strengthen professional and fraternal relationships among professors and to resolve any disputes that may arise between them, regardless of their causes or manifestations.
