Internal Organization of the Scientific Council

**Article 1:** In accordance with Executive Decree No. 03-279 dated August 23, 2003, which outlines the responsibilities and regulations governing the organization and operation of the university, and Decision No. 53 dated May 5, 2004, which establishes the operational procedures of the Faculty’s Scientific Council, the present internal regulations are hereby enacted to define the functioning and organization of the Faculty’s Scientific Council.

**Article 2:** The Faculty’s Scientific Council is tasked with providing recommendations on the following matters:

– The organization and content of academic courses.

– The coordination and execution of scientific research activities.

– The proposal and evaluation of research programs.

– Recommendations regarding the establishment or closure of faculties, branches, and research laboratories.

– Programs pertaining to the opening, renewal, suspension, or reopening of postgraduate seats.

– The faculty’s requirements for academic staff, including professors.

Furthermore, the Council is responsible for:

– Approving research topics for postgraduate studies.

– Reviewing proposals submitted by postgraduate defense committees.

– Evaluating university  Accreditation committees as proposed by the Departmental Scientific Councils.

– Assessing the pedagogical and scientific activities of the faculty, as submitted by the Dean, along with the Council’s opinions and recommendations, to the University President.

– Addressing any additional pedagogical or scientific matters referred to it by the Dean.

**Article 3:** The Faculty’s Scientific Council may, exceptionally, assign appropriate tasks to address scientific issues that may include members from outside the Council.

**Article 4:** The Faculty’s Scientific Council reserves the right to invite any individual whose expertise or input may contribute to the Council’s deliberations.

**Article 5:** The Faculty’s Scientific Council shall convene once every three months, as called by its Chair, in accordance with the schedule established during the first session of the academic year. Extraordinary sessions may be convened at the request of the Chair or upon the request of two-thirds of its members, in conjunction with the Dean.

**Article 6:** The agenda for each meeting shall be prepared by the Chair of the Faculty’s Scientific Council, in consultation with the Dean and the Vice-Dean responsible for postgraduate studies, scientific research, and external relations. The Chairs of the Departmental Scientific Councils, in consultation with their respective Department Heads, may propose scientific topics to the Chair of the Faculty’s Scientific Council for inclusion in the agenda.

**Article 7:** The Vice-Dean responsible for postgraduate studies, scientific research, and external relations oversees the Secretariat of the Faculty’s Scientific Council. Their role includes ensuring the smooth functioning of the Council and maintaining its archives. Specifically, they:

– Receive and review files submitted for the Council’s consideration.

– Provide all members with necessary documents, particularly legislative texts, to ensure proper conduct of sessions.

– Manage and disseminate the minutes of the Council’s meetings.

**Article 8:** The Chair of the Scientific Council is responsible for organizing and facilitating discussions during Council sessions, ensuring that all matters are thoroughly examined and debated.

**Article 9:** The Scientific Council of the Faculty shall be convened at least fifteen days in advance of each ordinary meeting, with the agenda prepared. It may also be convened for extraordinary meetings.

**Article 10:** A meeting of the Faculty’s Scientific Council is valid if two thirds of its members are present. If the quorum is not met, the Council shall meet one week later, regardless of the number of members present.

**Article 11:** The attendance of the members of the Council is obligatory. Each member must participate in the discussion of all items on the agenda.

**Article 12:** In the event of three consecutive absences or six cumulative absences of a member, the Council must decide on the matter.

**Article 13:** Meetings of the Faculty Scientific Council shall be conducted in a calm and respectful manner. Members are also bound by a duty of confidentiality and must maintain absolute secrecy regarding opinions expressed during the meetings. All decisions recorded in the minutes shall be binding on all members.

**Decisions of the Faculty Scientific Council shall be taken by consensus. In the absence of consensus, decisions shall be taken by majority vote. In the event of a tied vote, the Chair shall have the casting vote.

**Article 15:** The Chairperson of the Faculty’s Scientific Board shall present each file dealt with by the Faculty’s Scientific Board for discussion during the meeting. Any member of the Faculty Scientific Council may ask for additional explanations.

**Article 16:** All files shall be deposited with the relevant Departmental Scientific Council.

**Article 17:** The administration is responsible for receiving the files.

**Article 18:** The Faculty Scientific Council must discuss all the items on its agenda.

**Article 19:** Any member of the Faculty’s Scientific Council may add an item to the agenda before the opening of the meeting, provided that two thirds of the members present agree.

**Article 20:** The results of the deliberations of the Faculty’s Scientific Council shall be recorded in minutes and kept in a special file, numbered and signed by the Chair, and deposited with the Faculty’s Secretariat.

**Article 21:** The minutes of each meeting shall be signed by the Chair and the Secretary of the Council and distributed to all members and the Dean within a period not exceeding fifteen (15) days following the meeting.

**Article 22:** A Council member shall presented a personal file may not attend its discussion unless the Council deems their presence necessary.

**Article 23:** In the absence of the Chair, a session Chair shall be elected from among the present members.

**Article 24:** A smaller council may convene exceptionally to review nominations for participation in scientific events or to urgently review research bulletins between ordinary sessions. It consists of the Council Chair, the Dean, the Vice-Dean responsible for postgraduate studies, scientific research, and external relations, the Departmental Scientific Council Chair, and the relevant Department Head. Other members are informed via email and may attend if possible.

**Article 25:** The relationship between the Faculty’s Scientific Council and the Departmental Scientific Council must be ideal, particularly in:

– Ensuring that the agendas of both Councils are aligned.

– Sending the minutes of Departmental Scientific Council meetings at least two days before the Faculty’s Scientific Council session.

– Appeals must follow this order: Departmental Scientific Council, Faculty’s Scientific Council, University Scientific Council.

– The opinions of the Departmental and Faculty’s Scientific Councils must be justified, accurate, and well-informed.

**Article 26:** These internal regulations come into effect upon adoption by the Faculty’s Scientific Council. They may be amended or enriched at the request of the Chair, the Dean, or two-thirds of its members
