Minister of Higher Education Reinforces “University 4.0” Vision and Inspects Readiness of Pedagogical and Service Infrastructure for the New Academic Year at Médéa University

As part of the continuous field monitoring of preparations for the upcoming academic year, the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, conducted an inspection visit on Saturday, September 12, 2026, to Médéa University and the university services sector in the province. The visit aimed to assess the readiness of academic and residential facilities for students, and to discuss the framework of the digital and economic transformation of Algerian universities.
Direct Dialogue and Strategic Directives for the University of Empowerment and Innovation
During his meeting with the rector of the University of Médéa, Professor Djaafar Bouarouri, as
 well as with the deans of the faculties and university administrators, the minister engaged in a direct dialogue focused on transforming the university into a more open and effective scientific and economic institution, reviewing the main strategic priorities:
Digitalization and University 4.0: Strengthening the comprehensive digitalization process and making a smooth transition toward the “Empowerment University,” anchored in foresight and the expansion of English-medium instruction.
Innovation and Entrepreneurship: Embedding an entrepreneurial mindset, enhancing the university’s economic role as a driver of wealth and value creation, and expanding national and international partnerships.

Extended Operations and Campus Life Enhancement: Extending campus activities until 10:00 PM (22:00) and strengthening sports and cultural activities as key elements in student development.

Inspection of Academic and Cultural Facilities
The Minister’s field tour included visits to several university facilities to review their renovation status:

Faculty of Law: Inspecting its readiness following comprehensive refurbishment works.

University Theater Hall: Inspecting this 1,000-seat cultural facility designed to foster artistic and student creativity.

Higher Normal School (ENS) Annex: Reviewing operational conditions and its readiness for the new academic year.

Reviewing University Services: Ensuring “Room-by-Room” Readiness
On the university services front, the Minister inspected two central dining halls (Ain Dheb and the Theater) along with the “Chouai Ben Aissa” and “Ouzera” student residences. He placed special emphasis on:

Housing and Safety: Accelerating the renovation of older residences and verifying facility readiness “room by room and floor by floor,” with strict focus on security and hygiene.

Catering Quality: Strictly verifying cold chain safety, nutritional balance of meals, and health standards.

An Integrated Environment: Providing sports and cultural facilities inside student residences to elevate the overall residential experience.

This visit reflects the Ministry’s hands-on approach to ensuring a successful and fully operational academic year that places students at the heart of the educational and services system
