Visit of the Minister of Higher Education and Scientific Research to the University of Medea As part of a working and inspection visit to the Wilaya of Médéa, the Minister of Higher Education and Scientific Research, Professor Kamel Baddari, began his visit at the Ouazra University Campus. On this occasion, the Minister supervised the commissioning of the technological platform for rapid prototyping, following the previous inauguration of the Artificial Intelligence Laboratory. This initiative aims to transform ideas into prototypes for industrial use, thereby contributing to the local and national economy. He commended the efforts made in this field and affirmed that the Wilaya of Médéa has now become a regional hub for prototyping. He also praised the strategy implemented to convert research results into marketable digital services integrated within the university’s economic branch. The Minister also inaugurated the Manufacturing Laboratory of the University of Médéa, an open space for project holders to bring their ideas to life, by mobilizing the necessary resources and providing hands-on support for students. He discussed with the lab’s managers ways to support students and help them bring their projects to fruition, transforming them into viable micro-enterprises. At the Médéa University Campus, the Minister toured the exhibition stands showcasing student projects related to startups and patents. He praised the tangible achievements that have led to important projects and the creation of startups supported by university professors. To promote scientific research, the Minister also oversaw the launch of the Digital Library at the Faculty of Medicine, marking the beginning of the integration of 4th-generation digital tools and artificial intelligence in this field. Moreover, he emphasized the role universities must play as civic institutions that create added value for the national economy. He highlighted the efforts of his department to promote university entrepreneurship through the creation of incubators in most of the country’s universities. In his speech, the Rector of the University of Médéa, Professor Djaafar Bouarouri, welcomed the Minister and his delegation. He spoke about the university’s achievements, including the establishment of a Technology and Innovation Support Center, an incubator to assist students with innovative ideas, and the activation of the Entrepreneurship Development Center, which has conducted six training cycles involving around 120 students. To foster an environment conducive to the creation of emerging enterprises, the university has also established its own business accelerator, creating a bridge between student entrepreneurs and economic partners. These spaces provide technical and financial support for promising projects and facilitate connections between students and economic stakeholders. The university’s incubator has already obtained 15 labels. During his meeting with students and the academic community in the conference hall, the Minister highlighted the local achievements in terms of basic infrastructure, which serve as spaces for student freedom, creativity, and technological advancement. This takes place in a broader context where the State gives particular attention to the national economy by promoting innovation and supporting the creation of startups—a major priority outlined in the ambitious program of the President of the Republic. This program aims to accelerate economic development by mobilizing all necessary resources to structure this promising sector and support project holders at every stage. It also emphasizes enhancing training in specialties related to startups, strengthening links between training institutions and the entrepreneurial world, supporting and incubating innovative projects through the creation of technology hubs, launching platforms dedicated to research, development, and open innovation, and creating dedicated spaces for startups—especially within universities. Additionally, it involves setting up specific funding mechanisms and granting various facilities to encourage this type of initiative. He was honored with the title of Professor Emeritus, the highest academic distinction, awarded to distinguished senior professors with over 20 years of experience and who have produced exceptional scientific and research achievements. National Day for International Students – Student Marhaba Day

National Day for International Students – Student Marhaba Day On the occasion of International Students’ Day, under the slogan “Student Marhaba Day”, and under the  patronage of the rector of the University of Médéa, Professor Djaafar Bouarouri, a special reception was organized for international students enrolled at the university.The event was attended by the university’s vice-rector for educational affairs, the vice-rector for external relations and the director of university services .At the start of the event, welcome speeches were given, expressing the university’s pride in welcoming international students, while reaffirming its commitment to providing an ideal educational environment that enables them to distinguish themselves academically and integrate culturally. This was followed by a discussion forum with the students, addressing various aspects of student and academic life. During the meeting, dialogue was established with international students on various aspects of their academic and daily lives. Those in charge took the time to listen to their concerns and challenges, and their remarks were noted with the aim of working towards solutions to improve their conditions of study and student life at the university.Among the proposals put forward was the activation of regular communication sessions between the university administration and students to keep abreast of their news and changing needs. At the end of the dialogue session, students were invited to a friendly lunch in a relaxed atmosphere aimed at strengthening communication, where discussion continued on ways to facilitate the integration of international students into the university community and broaden their participation in various activities, both cultural and sporting.A number of ideas were also put forward for including international students in national events and university activities, helping to strengthen cultural exchange with their Algerian peers and forge lasting friendships that reinforce the spirit of cooperation and understanding. This was followed by a cultural visit to the regional Moudjahid Museum, where students were briefed on the historical legacy of the glorious November Revolution, and had the opportunity to discover the revolutionary leaders and emblematic figures who have left their mark on Algerian history. The visit gave the international students a better understanding of the host country’s history and culture, helping them to assimilate more deeply the meanings of sacrifice and resilience that are an integral part of the Algerian identity. The welcome day was widely appreciated by the international students, who expressed their gratitude for the attention and praised the university’s efforts to support them. Visit of the Minister of Higher Education and Scientific Research, Prof. Kamel Baddari,    As part of his visit to Médéa, the Minister of Higher Education and Scientific Research, Professor Kamel Baddari, inaugurated a remote forest fire detector, in the presence of the Wali of Médéa, Mr. Djahid Mouss, and the Rector of the University of Médéa, Professor Dr. Djaafar Bouarouri, accompanied by a delegation. The Minister then visited the University of Médéa, where he met members of the academic community in the large Hadj Hamdi Arselan lecture hall. In his speech, he presented the fire detector project and the prospects for its future development, highlighting the progress made in the higher education sector. The Minister affirmed that the launch of this device responds to the directives of the Council of Ministers meeting on April 30, 2023, where the President of the Republic ordered that scientific research be boosted to develop modern means of monitoring and controlling forest fires in order to protect wooded areas. The higher education sector has made a major contribution, through the Centre for the Development of Advanced Technologies, which has developed a device using artificial intelligence, consisting of an optical pulse emitter that scans the horizon using a rotating system, enabling it to locate the smoke given off by a fire within a radius of between 10 and 30 km around it. This detector will be crucial in helping the civil protection and forestry services to intervene rapidly and define intervention methods in real time. The Minister emphasized that this achievement was made possible by Algerian skills and the use of advanced technologies and artificial intelligence. Participants also heard from Mohamed Traiche, Director of the Centre for the Development of Advanced Technologies, who spoke about the importance of the device and how to develop it. On the sidelines of his visit, the Minister paid a visit to students in the medicine stream at the University of Médéa, where he attended a model course with them, encouraging them to continue their efforts to achieve outstanding academic results. Closing ceremony for the 2023-2024 academic year On 04 July 2024, the rector of the university, Professor Djaafar Bouarouri, received the wali of the wilaya of Médéa, Mr Djahid Mouss, where he supervised, accompanied by the civil, security and military authorities of the wilaya, the closing events of the 2023-2024 academic year at the large conference hall of the university pole, The ceremony began with verses from the Holy Koran and the national anthem, followed by a welcome speech by the university rector in which he welcomed the participants and congratulated the students on their academic and professional achievements during the academic year. External relations To support its open policy towards its external environment, the University of Médéa has strengthened its external relations by signing three agreements on Thursday 30 May 2024 with social and economic partners. These partnerships include the Direction of Moudjahidine and Rights of the Wilaya of Médéa, the POVAL pumps and valves production company in Berouaghia – Médéa, and the SOEXPLAST company in Médéa. The agreements were signed under the supervision of Professor Djaafar Bouarouri, the university’s rector, in the presence of the directors of the contracting companies, as well as the university’s vice-rector in charge of external relations, the vice-rector in charge of pedagogy, the dean of the Faculty of Literature, and the head of the BLEU liaison office for the University of Médéa .For the university, the renewal of the cooperation agreement with the Direction des Moudjahidine will enable teacher-researchers in the fields of history and the humanities to coordinate with the Direction of the Moudjahidine to form scientific historical research teams focusing on the study and enhancement of historical heritage. This will help to promote and disseminate Algerian history for future generations and consolidate the noble values and principles of the glorious November Revolution. It embodies the government’s action plan to preserve the national memory and strengthen links with the November reference. It will also provide an opportunity for university students to take part in activities organised by the Directorate of the Moudjahidine, such as exhibitions, museum visits, study days and field trips to historic sites that bear witness to the struggle of the Algerian people against colonialism.As for the cooperation agreement with the POVAL company, it will enable a broad segment of scientists and researchers in the field of science and technology to coordinate with the company’s engineers to launch research projects of mutual interest. It will also enable university students to improve their theoretical knowledge and reinforce it with practical training, preparing them for post-graduate projects.The university is seeking to achieve the same objectives through the cooperation agreement with SOEXPLAST . In this way, the University of Médéa aims to improve its position in its environment, striving to be a fourth-generation university and a driving force in the national economy, in line with the recommendations of the Minister of Higher Education and Scientific Research, Professor Kamal Baddari. Like the rest of the wilayas of the country, the wilaya of Medea commemorated the sixty-eighth (68th) anniversary of the Students’ Day, May 19, 1956, where the Wali of the Wilaya of Medea, Mr. Djahid Mouss, as well as the President of the Popular Assembly of the wilaya, and the Vice-Rector of the University of Medea, Professor. Ismail Kouadik, on behalf of the Rector of the University, Professor. Djaafar Bouarouri, supervised the ceremony of this occasion in the presence of the local civil authorities, the revolutionary family, the university family, the students of various faculties of the University. The opening ceremony took place by laying a wreath at the university memorial and reading EL-FATIHA in tribute to the pure souls of the martyrs. The wali of the wilaya of Médéa, Mr Djahid Mouss, in the presence of the rector of the university of Médéa, Professor Djaafar Bouarouri, the director of health for the wilaya and a number of executives and teachers, has received the interministerial commission in charge of studying the pedagogical and material resources available to ensure the best possible conditions for teaching medical sciences at the university of Médéa, with a view to creating an annex of medicine at the university of Médéa. The delegation went to the Ouzera university centre, which houses the science and technology faculties, where it visited all the practical laboratories, in particular the biology, physics and chemistry laboratories. It then visited the teaching pavilion, with 18 classrooms, 4 amphitheatres with a capacity of 300 seats each, and 16 offices that will be attached to the future administration of the medicine annex. The delegation visited the biology research laboratory, where a technical map was presented, showing the most important work being carried out there. The delegation also inspected the annex’s library, which has four reading rooms with a capacity of 100 places each, as well as a teachers’ area, an internet area and a book area. The committee then visited the Mohamed Boudiaf hospital in the wilaya of Médéa, which has several pavilions and a number of specialised departments and laboratories to provide students and teachers with the best possible conditions for theoretical and practical training. The visit ended with a meeting at the University Rector’s Office, where the final report of the visit was finalised.

The university’s rector, Professor Djaafar Bouarouri, oversaw the signing of 05 cooperation and partnership agreements with the Directorate of Health and Population, the Directorate of Social Activity, the National Employment Agency – Médéa Division, and the national water company “Algérienne des eaux”, the latter, like their counterparts, signed a second agreement to set up a joint research team under the aegis of the Ministry of Higher Education and Scientific Research and the Ministry of Water Resources and Water Security, with a view to implementing research projects and finding practical solutions to the various technical problems facing the Algerienne des Eaux company. The openness of the University of Médéa to its environment has become a reality, confirmed today by the signing of 05 agreements, which will be at the service of our dear students and our excellent teachers to reinforce theoretical training and accompany it in the field. In return, the University remains open to finding solutions to the problems and concerns of these contracting entities through their research laboratories, and their various experiences, thus reinforcing the University’s orientation towards a fourth-generation university connected to its environment.

On the morning of March 14, 2024, the Minister of Higher Education and Scientific Research, Professor Kamel Baddari, paid an inspection visit to the various higher education structures at the Ouzera and Médéa university poles.., The Minister began his visit to Médéa with the inauguration of the Artificial Intelligence Laboratory at the Ouzera university campus, followed by a visit to the Technological Prototyping Platform at the same campus. At the Médéa university pole, he visited an exhibition of start-up projects and the Data Center, which contains servers and data storage systems used by university teachers and researchers to carry out their projects. At the last stop, the Minister of Higher Education and Scientific Research met the university family in the conference room, where he listened to a speech by the Wali of Médéa, Mr. Djahid Mouss, followed by a speech by the University’s Rector, Professor Djaafar Bouarouri, who gave a presentation on the most important stations the university has crossed in the current year, including digitization, incubator ,start-ups and other different pedagogical points.

The Rector of the University, Professor Dr. Djaafar Bouarouri, delegated Dr. Mohamed Mazouz, Vice-Rector of External Relations, accompanied by Dr. Bilal Ben Gherbia, in charge of the “BLUE” Liaison Office at the University of Médéa, to visit the Djilali El Yabes University in Sidi Bel Abbès. The delegation visited several of the university’s facilities, including the start-up incubator, the Entrepreneurship Development Centre, the BLEU Liaison Office, the CEIL intensive language teaching centre and the FabLab audiovisual centre. They also visited the Technology Support and Innovation  Centre (CATI), the Technology Development Platform and a number of scientific research laboratories. The delegation was received by the rector of the University of Sidi Bel Abbès, Professor Dr. Merahi Bouziani, and the university’s vice-rectors and staff, where they had the opportunity to discuss ways of ensuring fruitful cooperation between the two universities and to exchange experiences. The meeting culminated in the signing of a cooperation agreement between the two universities. It should be noted that the University of Sidi Bel Abbès is one of Algeria’s top-ranked universities in various fields, and boasts eminent professors and researchers in the field of scientific research.

Following Dr Bouhada Mounir’s first place, with merit and distinction, in the national competition for the best scientific publication among nearly 600 research projects. Mr Djahid Mous, Wali of the MEDEA, accompanied by the President of the Wilaya People’s Assembly, oversaw the holding of an honorary ceremony in honour of research doctor Bouhada Mounir. The ceremony took place in the presence of the university community and the following dignitaries: Secretary General of the Wilaya of Médéa General Inspector Director of Local Administration Director of Regulations and General Affairs Head of Cabinet Director of National Telecommunications Security Representative University Rector Deans and staff of the university Mr Djahid Mous, Wali of Médéa, congratulated the university community on its achievements, particularly after winning first place in the national competition for the best scientific publication in Algeria in class A+ in the field of food safety, awarded to Dr Bouhada Mounir, The Wali of Médéa called on all the university’s teacher-researchers to do more to win the quality stakes and achieve excellence in the training of elites and skills, and to build up strategic human capital in a society that is moving resolutely towards a new economy based essentially on knowledge. He also underlined the State’s unconditional support for the university, so that it continues to occupy a place of choice in the fields of knowledge and technical progress, and so that it makes remarkable progress in the world ranking of universities. The President of the Wilaya People’s Assembly, Mustapha Taani, welcomed the Wali’s patronage and support, stressing that the University of Médéa has always been and will continue to be a source of national competences. In his speech, the Rector of the University of Médéa, Professor Djaafar Bouarouri, revealed that a number of research projects developed by teacher-researchers at the University of Médéa are currently being carried out as part of an intelligent management approach, with a view to projecting them into the various economic sectors. This was appreciated by the Wali, who indicated that meetings will be organised to study these projects, then adopt and implement them on the ground, especially as the university is the locomotive of the economy.

The University of Médéa has come first nationally in the national competition, which attracted 594 entries for the best scientific publication in Algeria in category “A”, organised in cooperation with the National Council for Scientific Research and Technology. The university took first place, represented by Professor Bouhada Mounir of the Faculty of Technology, University of Médéa, winner of the competition in which he took part with a scientific publication in category A+ in the field of food safety in the competition which was organised on the initiative of Sonatrach in cooperation with the National Council for Scientific Research and Technology, with the aim of encouraging creative energies and scientific skills, and rewarding excellence in scientific research and technological development in the fields of food safety, energy safety and health safety, by offering valuable prizes to those involved. The evaluation committee, which included researchers from Sonatrach, the Conseil National de la Recherche Scientifique et des Technologies (National Council for Scientific Research and Technology) and the Agence Nationale de Sécurité Sanitaire (National Health Safety Agency), approved the names of the winners in the final minutes of deliberation. Among them, Mr Mounir Bouhada from the University of Médéa took first place in the field of food safety, for his theme “An intelligent irrigation system using fuzzy control technology and the Internet of Things to save water and energy”. The prizes were awarded at a ceremony organised by Sonatrach on 21 December 2023 at the Abdellatif Rahal International Conference Centre in Algiers, on the occasion of the sixtieth anniversary of its creation, in the presence of several ministers, representatives of state institutions and some representatives of the diplomatic corps, as well as representatives of public and private institutions and directors and managers of the national media.
